I don't think Niciana is trying to hurt the empress since she's doing everything she can to make the empress miserable without actually harming her. I actually think she is working with the ex lover to help the empress get a happy ending away from the emperor. I think the one she hates is her brother and wants him to suffer and be alone and miserable. She definitely blamed him for the former empress' death, I think his remarriage and happiness enraged her and felt like a betrayal to a best friend that was everything to her.
